..Carries out projects in all the wards in his constituency

Hon. Abubakar Hassan Fulata is the Chairman, House of Representatives Committee on Rules and Business and a representative of Birniwa/Guri/Kiri-Kasamma Federal Constituency of Jigawa State. He is one of the lawmakers that stand out in the 9th National Assembly in respect of legislative activities – motions and bills sponsorship, contribution to debates, oversight functions, commitment to constituency projects and programmes, among others.

Since the inauguration of the 9th National Assembly, Senate (109 Senators) and House of Representatives (360 Members) on 11th June 2019 till date, there was never any plenary session where Hon. Hassan Fulata did not contribute to debate or any other activity in the chamber except when he was absent.

Apart from carrying out his responsibilities as Chairman, House Committee on Rules and Business which include the production of House Order Papers, House Proceedings as well as guiding the House on the issues relating to his committee, Fulata within the life of this Legislature, from 2019 till date has sponsored about 20 bills and 8 motions. These bills and motions are the ones he sponsored in his personal capacity which are different from the ones he presents to the House in his capacity as the chairman of the committee.

Though lawmaking and oversight are the major responsibilities of the legislators, from the record obtained from his constituency, there is hardly any ward in the three local government areas that made up his constituency, Birniwa, Guri,Kiri-Kasamma LGAs that did not have a project.

MOTIONS BY HON. HASSAN FULATA:

Need for Refund of unspent Budget Funds. Presented on 10/12/2019.
This motion called on on all Ministries, Departments and Agencies to ensure Remittance of all unspent Budget Funds on or 31 December 2019 to the treasury.

Setting up an Ad-hoc Committee to investigate the amount of unspent MDAs Project Funds and unspent Constituency Projects Funds not Remitted in the last 10 years, identify the defaulting agencies and report back within eight (8) weeks; and CalLed on all Ministries, departments and Agencies to include in their Budget Proposals all unspent funds as part of the sources to fund the budget. Matter of Urgent Public Importance (Order Eight, Rule 4). Need to Restore Peace and Stability in Guri and Kiri-Kasamma Local Government Area of Jigawa State.

This motion presented on 11/12/2019 urged Urge the Inspector – General of Police to arrest and prosecute all the murderers of the three farmers in Guri Local Government; It also urged the Inspector – General of Police to unconditionally release all the three Police men detained at the Force Headquarters in Abuja for doing their job or prosecute them.

It further urged the National Emergency Management Agency (NEMA) to provide relief materials to all the inhabitants of the sacked villages as well as the farmers whose farmlands were destroyed; and Still urged the Federal Government to deploy Mobile Police Personnel and/ or Military to secure the lives and property of the people. It mandated the Committee on Legislative Compliance to ensure compliance. (HR.265/12/2019).

Need to Investigate the Clean-Up of Oil Spills and Remediation in the Oil Producing Areas of Nigeria in the last
five years. Presented on 10/3/2020. This motion led to o the setting up of an Ad-hoc Committee to investigate Oil-Spill clean-ups and remediation in the Oil Producing States in the last 5 years and the activities of the National Oil Spill Detection, and Response Agency in the Joint Investigative Visits and the extent of compliance with the EGASPIN and report back within Eight (8) weeks for further legislative action (HR.94/03/2020).

Regulating Plenary Sittings in the Period of COVID-19 Pandemic and Lockdown pursuant to Order One, Rule 1 (2) of the Standing Orders of the House of Representatives.
Presented on 28/4/2020. Sit in Plenary at least once every week until the lockdown order is lifted (HR. 133/04/2020).

Need to Address the Incidence of Mysterious Deaths in Jigawa State.
Presented on 12/5/2020. It commends the Presidential Task Force on COVID–19 for their prompt actions on the situation in Hadeja;; discourages State governments from returning infected persons to their States of origin; and mandates the Committees on Health Institutions and Healthcare Services to ensure compliane. (HR. 146/05/2020).

Need to end the incessant killings in Guri and Kirikasamma Local Government Areas of Jigawa State.
Presented on 29/09/2020. The motion urged the Department of State Service (DSS), and the Inspector – General of Police (IGP) Special Task Force to conduct a thorough investigation to apprehend and prosecute the leaders and members of the herdsmen; It also urged the National Emergency Management Agency (NEMA) to supply relief materials to all the affected victims of the violence at Adiyane, Madammawa and Marma Guri and Kirikasamma Local Government Area of Jigawa State. (HR.43/09/2020).

Need to Address the Impact of Recent Ravaging Flood Disaster in parts of Nigeria.
Presented on 20/10/2020.

The highlights of the motion include urge the National Emergency Management Agency (NEMA) to
immediately intervene and provide relief materials and support to all the affected communities across the country;

“Also urge the Ministry of Humanitarian Affairs, Disaster Management and Social Development to ensure that all displaces families and communities are rehabilitated and supported to resuscitate their livelihoods;
“Mandate the Committee on Emergency and Disaster Preparedness to ensure implementation;

“Also urge NEMA to include Ogbaru, Anambra East,Anambra West, Oyi and parts of Onitsha North,
Idemili North Local Government Areas of Anambra State;

“Further urge NEMA and Ministry of Agriculture to always liaise with the Member representing t
he affected Constituencies when providing relief materials;

“Urge the Federal Ministry of Environment and Ecological Fund Office, to visit, design and construct
embankment along communities at the banks of the River Niger in Ogbaru, Anambra East and West and Oyi Federal Constituencies of Anambra State, and relevant Ministries, Department and Agencies (MDAs) to commence and complete dredging of the River Niger from Onitsha Port through Ogbaru down to Rivers and Bayelsa States;

“Urge the National Primary Health Care Development Agency (NPHCDA) to provide drugs, vaccines and medical personnel to affected communities to help combat any impending outbreak;

“urge the Ministries of Water Resources, Environment, and Ecological Fund Office to take necessary
measures to avert the floods by distilling Dams, clearance of Rivers and water ways, issuance of early notice
by Meterlogical Agency;

“Mandate the Committee on Emergency and Disaster Preparedness to collate data in all affected areas in the 360 Federal Constituencies to enable NEMA send relief materials to those places;

“Also mandate the Committees on Agriculture, and Appropriations to make adequate provision to secure food supplies in Nigeria in the 2021 budget to augment the anticipated food shortage in 2021 in Nigeria due to the severe flooding in Nigeria this year (HR. 60/10/2020).

Need to Mitigate the Ravaging Floods and Cholera Outbreak in Kirikasamma, Guri and Birninwa Local Government Areas of Jigawa State.

This motion was presented 15/09/2021. The highlights of the motion include – Urge the National Emergency Management Agency (NEMA) to, as a matter of urgency and as a temporary measure, provide food, medical services and other relief materials for victims of the flood disaster in the affected Local Government Areas in Jigawa and Kano States;

“Also urge the Executive Arm of Government to assist the Jigawa and Kano State Governments to making provisions for temporary shelters to ensure safety and dignity of the flood victims;

“Further urge the Ecological Fund Office to take measures towards finding lasting solutions to forestall future occurences of the disaster;

“Mandate the Committees on Emergency and Disaster Preparedness, and Internally Displaced Persons (IDPs) and Refugees to ensure compliance (HR.50/09/2021)
