Hon. (Dr) Makki Abubakar Yalleman who is the Deputy Chairman, House of Representatives Committee on Defence and Member representing Mallammadori/Kaugama Federal Constituency of Jigawa State is one of the Nigerian Federal Lawmakers who did not leave anyone in doubt regarding the direction he is going in view of legislative activities and responsibilities.
Hon. Yalleman told THE LEGISLATURE (www.thelegislatureng.com) in an interview that despite obvious challenges, the 9th National will be remembered for the Petroleum Industry Bill, Amendment to Electoral Act and the Review of 1999 Constitution.
Speaking on security and oversight function of his Committee on Defense, he said some of them who are members of House Committee on Defence and Air Force recently travelled to United States of America and they were assured that the first batch of military equipment particularly aircraft will land in Nigeria in July, 2021 while the second batch will also arrive in September, 2021.
He however advised Nigerians to support the security operatives in the fight against insecurity in the country
The 9th National Assembly comprising the Senate (109 Senator) and House of Representatives (360 Members) was inaugurated on 11th June, 2019.
Within the last two years of the 9th House of Representatives, Hon. Makki Abubakar Yalleman sponsored and co-sponsored several bills that have direct and indirect impact on his constituents and entire Nigerians.
He also within the time under review presented many motions as well as carried out constituency projects.
Some of the bills sponsored by Hon. Yalleman include Bill seeking to amend the Oath of Elected Office Holders; Bill seeking to amend the Penal and Criminal Code with respect to suicide, and Bill seeking to establish the Electoral Criminal Court.
Some of the motions presented by Hon. Yalleman and adopted by the House of Representatives include a motion he moved on 18th July, 2019 on ‘Need to Avert Impending SSANU and NASU from the Strike.”
He also raised a motion on “Need for Proactive Measures Towards Disaster Flooding in his constituency.
On 3rd July, 2019 he presented a motion on the “Need to Curb the Armed Banditry in Zamfara State.
On 23rd March, 2021 Hon. Yalleman presented motion on the “Non–Release of Retention Funds by Federal Ministries, Departments and Agencies.”
The House adopted the motion and resolved to The House of Representatives has resolved to investigate the “Non–Release of Retention Funds by Federal Ministries, Departments and Agencies.”
Presemnting the motion, Yalleman said in the last ten years, Ministries, Departments and Agencies have held unto retention funds running into billions of naira meant for contractors despite issuing Certificates of Completion, taken over the projects and the expiration of the mandatory defect liability period as prescribed by law.
He noted in the motion that the practice is inimical to the growth of Small and Medium Scale Enterprises (SMEs) as it denies contractors the needed capital to stay afloat while part of those funds formed part of the N1.2 trillion the Fiscal Responsibility Commission accused about 122 MDAs of failure to remit in 2020.
It is in view of this analysis that the House resolved to set up Ad-hoc Committee to investigate the failure of Ministries, Departments and Agencies (MDAs) to release Retention Funds. The committee to report back within six (6) weeks for further legislative action.
According to the information obtained from Hon. Yalleman’s constituency office, he has carried out empowerment programme and facilitated different projects in various sectors including education, health, agriculture among others.
1. Construction of Two Classroom with office block at Hadin JSS.
2. 100 JAMB Scratch Cards (50 Kaugama, 50 Mallam Madori).
3. Payment of Registration fees to more than 200 students across the constituency.
4. Renovation of Malam Madori Students Union Headquarter.
5: Distributed 30 Laptop Computer to Students.
5. Renovation of Clsaaroom blocks in Government Day Secondary School Mallammadori (Makarantar Murabus)
6.Distributed (100M) Educational materials (Facilities) to various Primary Schools within Mallammadori/Kaugama Federal Constituency for Good & Conductive Learning Environment.
1: Distributed (100M) medical equipments & drugs to Hospitals in Mallammadori/Kaugama Federal Constituency.
2: Provision of Medicine and some Hospital equipment to some of the hospitals across the constituency.
3: He Payment of one million naira to treat a person from Kaugama LGA at Dala Hospital and payment of five hundred thousand naira to treat another patient from Mallam Madori LGA.
4: Spent Millions of naira to help for the treatment of many patients within and outside his constituency.
1:Supply and Installation of New Brand Transformers at Kamfala Quarters and Makwalle Quarters, Mallam Madori.
2. Supply and Installation of a New Brand Transformers at Marke town Kaugama LGA and Agin, Mallammadori LGA
5: Reconstruction Of Kaugama Electrical Wiring.
5: Distribution of Solar Power Street Light at Yalo Kaugama LGA.
1. Construction of Solar powered borehole in Dunari, Mallam Madori LGA.
2. Construction of solar powered water project in Kaugama town.
1: Empowered two hundred (200) Women with fifty thousand naira (N50,000) to each one of them, total amount ten million naira (N10,000 000) in both Mallamadori and Kaugama Respectively.
2. Empowered over one thousand people (women and youths) with N5,000 for small scale businesses within the constituency under Sensitization Programme for Youth and women by Institute of Peace and Conflict Resolution
3. Donated twenty (20) vehicles to his constituents.
4. Donated one hundred (100) motorcycles to his constituents.
Donated one hundred and thirty five (135) sewing machines to Women in both Mallamadori/Kaugama LGA.
5. Donated ten Tricycles (10) to his constituents.
6. Donated fifty (50) grinding Machines to his constituents.
7. Donated fifty (50) Vulcanizing Machines to his constituents.
8: Donated fifty (50) Water Pumping Machines to his constituents.
9: Donated fifty (50) Generators to his constituents.
10: Donated Six (6) Motorcycles to Youths in both Mallammadori and Kaugama LGA.
Within the last two years Hon. Yalleman facilitated employment of over 30 of his constituents in so many Federal and State Government establishments.
During the Holly month of Ramadan 2021, (Dr) Makki Abubakar Yalleman distributed One Thousand Two Hundred (1,200) 50KG Bags of Rice to the Less Privilege in Mallamadori/Kaugama Federal Consituency
He also Renovated Mosque at Marke town, Hadin Takarofi town.
He donated of N200,000 to the orphanage Care of Yalleman Hausawa and N300,000 to Kaugama Orphanage care.
He Distributed two Vehicle to Islamic Association in Mallammadori and Kaugama (Izalah Mallammadori and Darika Kaugama).
During COVID-19 lockdown, he donated One Million Naira Palliatives to people of Kaugama town.
He also donated New Mercedes Benz to an Elder in Mallam Madori and New Toyota Corolla to an Elder in Kaugama.
He donated two million naira (2M) to victims of flooding in Mallammadori and Kaugama LGA.
He distributed 10 truck fully loaded with palliative to victims of Flooding via NEMA.
