Senate to Investigate Activities of Civilian JTF as Hunkuyi Warns against Using Security Operatives to Hunt Political Opponents

Following the motion presented by Senator Suleiman Hunkuyi, representative of Kaduna North Senatorial District on Wednesday November 7 on the Kaduna multiple communal crises and security challenges between 18th and 31st October 2018 the Nigerian Senate is to set up a security committee that will investigate the activities of Civilian Joint Task Force.

The committee among other things will establish the Legal Status of the Civilian JTF operating in the country particularly Kaduna State.

Senator Hunkuyi who had earlier moved a motion on the floor of the senate on 24th October, 2018 on the Kaduna communal crises, on Wednesday expressed sadness over the “unfortunate loss of the Chief of Adara, HRH Maiwada Raphael Galadima Who lost his life in the hands of his captors on the early morning of Friday 26th of October 2018.

“The Senate is reminded, that the late Chief of Adara, Galadima ‘s four aides had earlier lost their lives while several people lost their lives in the strife that occurred within the period the Chief was kidnapped and killed,” Hunkuyi said.

Worried over the actions and inaction of some State Chief Executives who choose to be dictatorial in their administrative approaches, Hunkuyi called on the senate to investigate the activities of the Civilian JTF operating in Kaduna and other parts of the country.

“The Senate takes cognisance of some key questions pertaining to Joint Task Forces within the Jurisdiction of the Laws of the Federal Republic of Nigeria.
These include the following and more.
(a) What is Joint Task Force? (JTF)
(b) Under what conditions can a JTF be formed?
(c) Who has the Power to form a JTF?
(d) What is Civilian JTF?
(e) Under what provision of the Nigerian Laws in Force does a Civilian JTF Exist?
(f) Should there be or should there not be an enquiry on any activity of JTF when there are allegations of Extra Judicial Killings by such Civilian JTF?
(g) What is the limitation of Armament or otherwise a civilian JTF can carry?
(h) What is the different between civilian JTF and the State Police which the Nigerian Constitution amendment couldn’t pass?
(i) Is the operation of any civilian JTF (Armed/Unarmed) not be synonymous to the State Police?,” parts of the motion stated.

He said “The Senate should note with grave concern these questions and many other on the dangers of civilian JTF now in operation in Kaduna State and other parts of Nigeria especially in the Hands of State Chief Executives, particularly those State Chief Executives who choose to be Dictatorial in their administrative Approaches.”

The senate however, adopted the motion

Similarly, Senator Shehu Sani representing Kaduna Central Senatorial District has called on the Governor of Kaduna State to demonstrate fairness to all people within the state irrespective of their religiuos belief.

Sani while contributing to the motion presented by Senator Hunkuyi said “We must speak the truth in order to heal the land. According to him, Kaduna State is multi religious state which every leader must recognize and demonstrate equal treatment in order guarantee peace and harmony in the state.

Senator Abubakar Kyari representing Borno North Senatorial District said taking prompt action like curfew And deployment of troop is another way of checking crisis.

He said the action of state executives in declaring curfew during communal crises is not a bad system.

The motion as adopted by the senate include referring the issues of civilian JTF to the committee of the Senate on security to investigate on the extent to which Civilian JTF be allowed or otherwise; establish the legal status of all JTF particularly the Civilian JTF operating in the country particularly Kaduna State; send a delegation to condole the Adara Chiefdom and the people of Kaduna State on the Killings and violence particularly the gruesome killing of the Chief of Adara Maiwada Raphael Galadima.

A minute silence in respect of the Late Mr. Maiwada Raphael Galadima and all those who lost their lives in the fracas was observed.
